The responsibility while protecting

  The general idea will be to compare the concept responsibility to protect (R2P) with the Brazilian presentation of responsibility while protecting (RwP), supported by the emerging countries. While the first one was presented in the 2005 World Summit Outcome, coinciding with the sixtieth United Nations anniversary, the latter saw the light in 2011 when the South American country circulated a paper about it in the Security Council.

  This idea makes more efforts to apply new advances in theories such as human security? There are great differences?

Human security and development

  The speech of human security was presented for the first time in 1994 by the intermediary of the Human Development Report, published by the Development Programme (UNDP). There it is mentioned that the human security extends to seven dimensions: economical, nutritional, health, environmental, personal, community and political. The common thing is to pay more attention to the so called real and strong, and to forget that the hunger, the lack of water and of good sanitation, caused millions of deaths each year. The same issues that are tied to Human Security are also tied to development; the danger called by some academics and politicians as “soft threats”. Human security - Ramesh Thakur sustains in his book- is neither an opposition nor a replacement to the national security -it should not be-. The coexistence must be accepted, there must be work in that sense, to get the development -harder to do in some countries- to help reach a more real security.

Seguridad humana necesaria | Thakur

  Una duda que se desprende de las Naciones Unidas y de las relaciones internacionales en general es si se debería intervenir o no en los asuntos internos de otro país. ¿Seguridad Nacional es igual a Seguridad Humana?, una duda que plantea muy bien el libro de Ramesh Thakur, The United Nations, Peace and Security. 

  La violencia bélica no sólo abarca la materia tradicional de las guerras entre Estados, como comienza a explicar Thakur. Según esa postura ortodoxa, los individuos de un país pueden colocarse a disposición de la Nación para defenderla, sin importar que eso signifique la muerte o matar a otros.

  Human security (seguridad humana), en contraste, observa Thakur que pone al individuo en el centro de la película; que el Estado lo defienda, y una comunidad internacional, pasa a ser lo primordial. En ese mismo sentido se remarca que las amenazas a los ciudadanos pueden provenir tanto del exterior como del interior de un país. Por ejemplo, de las fuerzas de seguridad.
